Sealed bids must be accepted until the hour of 2:00PM on Thursday November 5, 2009 at the Orleans Parish Criminal Sheriff's Administration Building, located at 819 South Broad, New Orleans, LA. Bids will be publicly opened and read aloud upon completion of administrative tasks. Late bids will not be accepted. FAXED BIDS CANNOT BE ACCEPTED AND WILL BE DISCARDED. Sheriff's office is not responsible for the timely delivery of bids by USPS or any other carrier.

Any Bids received after the above time will not be accepted under any circumstances. Any uncertainty regarding the time a bid is received will be resolved against the bidder.

Only bids written in ink or type written and properly signed by a member of the firm or authorized representative, will be accepted. Pencil and/or photo-static figures or signatures will disqualify bid. However, electronic signatures as defined in LA-R.S. 9:2602(8) may be acceptable.

Electronic Bidding: Contractors are provided the option to submit bid for public contracts through a uniform and secure electronic interactive system. Comply with electronic bidding as stated in the Louisiana Bid Law 2212.1.

Description of the proposed work: As per the plans and specifications prepared by Sizeler Thompson Brown Architects, the Project scope of work will include, but not limited to the following: all foundation, structural, site development, paving, landscaping, fencing, exterior pre-cast, metal insulated panels, acrylic panels, aluminum and glass curtain wall, aluminum and glass entry system, exterior metal doors and frames, parapet cap flashing and back-flashing, roofing, roof curb and water-proofed penetrations, roof top mounted equipment, miscellaneous metal fabrications, eco-screen, elevators, elevator equipment, specialty elevator and equipment, interior finishes of sealed concrete, applied flooring, set and cast flooring, vinyl flooring, CMU and glazed CMU block walls - all reinforced - dock levelers, dock seals, anti-theft docking equipment, metal stud and gypsum partitions, wood doors with metal frames, overhead coiling doors - insulated - overhead coiling grills, security hardware and security systems, preparation of and painting of pre-cast, CMU, gypsum, metal doors and frames and other metal products, acoustical ceiling of applied surfacing, installed and suspended acoustical products and systems, including hold-down systems, complete water supply and distribution, complete sewer distribution system, toilets, showers, lavatories, eye-wash stations, kitchen plumbing, floor sinks, drains and equipments, grease trap and recycling, oil/water separator system, subsurface drainage, complete fire sprinkler system for building, spaces, storage shelving, and cooler/freezer systems, chilled water distribution system for HVAC and refrigeration equipment, cooling towers, chillers, pumps, boilers, air compressors, HVAC fan-coils, ductwork, dampers, and fire dampers, emergency generator, transformers, switch-gear, electrical distribution, lighting, specialty lighting fixtures and finishes, emergency exits and lighting, exterior building lighting, building security and telecommunication wiring, kitchen equipment supply and installation including fixed and movable equipment, hard wired, control wiring, coolers and freezer boxes and hardware, refrigeration equipment and all associated piping, electrical wiring for power and control wiring for operations, associated electrical kitchen equipment control wiring panels, and breakers, specialty corner guards and equipment fixed and mounted protection devices and as indicated in the documents. (Note: All mechanical, electrical and plumbing associated with the Third Floor HVAC and electrical building services will be UNIT PRICED.)

Pursuant to LA-R.S. 37:2163: Bid documents will be available from the Project Manager (OMK) at the City Blueprint and Supply Company, (504) 522-0387, located at 1904 Poydras Street, New Orleans, LA 70119. Contact Person: Orleans Parish Criminal Sheriff's Office Purchasing Department - Telephone #:504.827.6753 ext. 4207. General Contractor shall submit evidence of Louisiana State License. Printing shall be paid in full by the contractor no returns or refunds will be issued.

All Bidders shall fill out the AIA A305 "Contractor Qualification Statement" and provide with bid as indicated on the bid form.

Bidder shall certify that he is licensed under the provisions of LA - R.S. 37:2150 and show his license number on the front of the bid envelope. Except as otherwise provided in LA-R.S. 37:2163, any bid that does not contain the contractor's certification and show the contractor's license number on the front of the bid envelope shall be automatically rejected, s hall be returned to the Bidder stamped "Rejected" and shall not be read aloud.

Any Bidder who submits a bid for a type of construction for which he is not properly licensed shall be acting in violation of LA - R.S. 37:2163 and shall be subject to all provisions for violations and penalties thereof. Any interested person may object to the licensing classification of this public project in accordance with LA-R.S. 37:2163D.

Prevailing Wages: Davis-Bacon and Stafford Act for FEMA and Katrina rebuilding, the prevailing wage rates will apply.

Bid Proposal: Bids shall be received from bidders only on the bid form included in the bidding documents, as provided in the Louisiana Revised Statutes R.S. 37:2162(b). A single, lump-sum bid shall be submitted for all portions of the contract work. Segregated bids will not be accepted.

Bid security in the amount of five percent (5%) of the total Bid Price (including base bid plus all alternates) must accompany each bid in accordance with the "Instructions to Bidders". A certified or cashier's check or a bid bond is acceptable bid security. If bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide. (LA-R.S. 38:2218.C).

Bid Withdrawal: Bids shall not be subject to withdrawal for a period of forty-five (45) calendar days after the bid opening, except as provided for in the instructions to bidders.

Performance and Payment Bonds: Upon award of the contract, the successful bidder shall execute a "Performance and Payment" bond using the forms referenced in the bidding documents, in the amount of one hundred and twenty-five percent (125%) of the total bid price.

Award, Waiver and Rejection of Bids: The contract will be awarded pursuant to the requirements of applicable local and state laws and regulations. To the extent permitted by such laws and regulations, Orleans Parish Criminal Sheriff's Office reserves the right to reject any and all bids and to waive any informality or irregularity in any bid received.

Mandatory Pre-bid Meeting will be held on Friday October 16, 2009 at 10:00 AM for all interested parties meet at the OPCSO Sheriff's Administration Building 819 South Broad, New Orleans, Louisiana.
